Paria Shirzadi Heeter is a Florida attorney based in Tampa with over a decade of experience in administrative, environmental and water law, focusing on complex regulatory and permitting matters throughout the state.

Paria’s practice centers on representing clients in proceedings involving state and local agencies, with extensive experience under Chapter 120, Florida Statutes, including formal administrative hearings before the Division of Administrative Hearings (DOAH). She routinely advises and represents clients in matters involving environmental permitting, water use permitting, regulatory enforcement, and other agency decision-making processes.

Paria has extensive experience representing clients before Florida’s Water Management Districts and the Florida Department of Environmental Protection (DEP), assisting them in navigating permitting issues, compliance matters, and agency review processes. She regularly helps clients work through technical and procedural challenges at the agency level, often coordinating regulatory strategy across multiple permitting authorities.

Paria has represented a diverse range of private and public sector clients, including local governments, municipalities, special districts, and other public authorities, as well as private developers and other regulated entities. She also serves on the Executive Council for the Florida Bar’s Environmental and Land Use Law Section.
